The Construction and System Preservation Team is responsible for construction and maintenance program policy, technical support, and national outreach. Specific areas of responsibility include quality management initiatives, transportation system preservation, and continuous quality improvement initiatives such as system preservation. FHWA has placed a special emphasis on system preservation, accelerated construction, and work force development as the Agency's mission has shifted from building the interstate system to preservation of infrastructure assets.

The National Partnership of Highway Quality (NPHQ), a partnership effort among AASHTO, FHWA, and related industry associations, is housed with this team. The NPHQ objective is to focus attention nationally and regionally on continuous quality improvement within the highway industry. Team initiatives include the establishment of joint AASHTO/industry/FHWA training courses, development of a national specification database, and improvements in engineering management systems (maintenance management system, quality management system, and construction management system).
