Notice of Request for Review of a Revised Information
Collection
- In accordance with the Paperwork Reduction Act of 1980
(title 44, U.S. Code, chapter 35), this notice announces
a request for review of a revised information collection.
OPM Form 2809-EZ1, Enrollment Change and Brochure
Request, is used only at Open Season to request an
enrollment change, insurance plan brochures and other
information materials. If OPM Form 2809-EZ1 is used to
request plan brochures, an OPM Form 2809-EZ2 is furnished
to the enrollee for use if a plan change is desired.

Notice of Request for Reclearance of OPM Form 2809
- In accordance with the Paperwork Reduction Act of 1980
(title 44, U.S. Code, chapter 35), this notice announces
a request for a reclearance of an information collection.
OPM Form 2809, Health Benefits Registration Form, is used
by annuitants and former spouses to elect, cancel, or
change health benefits enrollment during periods other
than open season.

- The Office of Personnel Management (OPM) announces the
next meeting of the National Partnership Council (the
Council). Notice of this meeting is required under the

- The Office of Personnel Management is issuing final
regulations to permit employees to use sick leave for
purposes related to adoption of a child.

- May 18, 1995:
Federal Employees Health Benefits Program: Limitation on
Physician Charges and FEHB Program Payments
- The Office of Personnel Management (OPM) is issuing an
interim regulation that amends current Federal Employee
Health Benefits (FEHB) Program regulations to require
that the charges and FEHB fee-for-service plans' benefit
payments for certain physician services furnished to
retired enrolled individuals do not exceed the limits on
charges and payments established under the Medicare fee
schedule for physician services

- May 17, 1995:
Prevailing Rate Systems; Abolishment of Atlanta, Georgia,
Special Wage Schedules for Printing Positions
- The Office of Personnel Management is issuing interim
regulations to abolish the Federal Wage System special
wage schedule for printing positions in the Atlanta,
Georgia, wage area. Printing and lithographic employees
in Atlanta will now be paid rates from the regular
Atlanta, Georgia, wage schedule.

- May 11, 1995:
Cost-of-Living Allowances (Nonforeign Areas)
- The Office of Personnel Management (OPM) is proposing
three regulatory changes in the nonforeign area
cost-of-living allowance (COLA) program. One change would
allow us to simplify living-cost surveys and analyses
used to determine COLA rates by permitting the survey and
analysis of living costs at fewer income levels than the
three levels currently used. The second change would
clarify the types of housing units to be surveyed. The
third change would allow the payment of foreign area post
differentials without any corresponding offset for the
nonforeign area COLA. OPM is also announcing its
intention to change the timing of living-cost surveys
conducted in Hawaii, Guam, Puerto Rico, and the U.S.
Virgin Islands and is inviting comments on this change in
timing.

- May 8, 1995:
Prevailing Rate Systems; Abolishment of New York, NY,
Special Wage Schedules for Printing Positions
- The Office of Personnel Management is issuing a final
rule to abolish the Federal Wage System special wage
schedule for printing positions in the New York, New
York, wage area. Printing and lithographic employees in
New York, New York, will now be paid rates from the
regular New York, New York, wage schedule.

- May 8, 1995:
Absence and Leave; Use of Restored Annual Leave
- The Office of Personnel Management is issuing final
regulations to provide employees with additional time in
which to use restored annual leave that was forfeited as
a result of employment at a Department of Defense
installation undergoing closure or realignment.

Implementation of the Program Fraud Civil Remedies Act of
1986
- This document contains a correction to the final
regulations which were published on Friday, February 10, 1995,
(60 FR 7891). The regulations provide procedures to
implement the Program Fraud Civil Remedies Act of 1986.

Notice of Request for Expedited Review of Revised Form SF
2823
- In accordance with the Paperwork Reduction Act of 1980
(title 44, U.S. Code, chapter 35), this notice announces
a request for expedited review of a revised information
collection. Standard Form SF 2823, Designation of
Beneficiary--FEGLI, is used by any Federal employee or
annuitant covered by the Federal Employees' Group Life
Insurance Program to instruct the Office of Federal
Employees' Group Life Insurance how to distribute the
proceeds of his/her life insurance when the statutory
order of precedence does not meet his/her needs.

- May 3, 1995:
Federal Employees' Group Life Insurance Program: Merger
of Life Insurance Regulations
- The Office of Personnel Management (OPM) is issuing
proposed regulations to combine the five parts of title 5
of the Code of Federal Regulations relating to the
Federal Employees' Group Life Insurance (FEGLI) Program.
This will ease administration and aid in understanding
the Program. We are also simplifying the language and
incorporating policy information from FPM Supplement
870-1, which is being abolished as of December 31, 1994.
