December 31, 1998: Pay Administration (General); Collection by Offset From Indebted
Government Employees; Final Rule
- The Office of Personnel Management is issuing a final rule to
make changes in the salary offset regulations to comply with the Debt
Collection Improvement Act of 1996. The principal changes relate to the
roles played by disbursing officials and debt collection centers with
respect to salary offset. Also included are new expedited salary offset

December 31, 1998: Training, Correcting Amendment
- A correction to final regulations which were published in the Federal Register, Tuesday, December 17, 1996, (61 FR 66189). The regulations related to the requirements for training Government employees subject to chapter 41 of title 5 of the United States Code. December 31, 1998: Prevailing Rate Systems; Lead Agency Responsibility
- The Office of Personnel Management (OPM) is issuing a final
rule that will change the lead agency responsibility for certain
Federal Wage System (FWS) appropriated fund wage areas from the
Department of Veterans Affairs (VA) to the Department of Defense (DOD).
This change will make DOD the lead agency in all FWS wage areas and will
make more efficient use of the resources devoted by agencies to

December 14, 1998: Submission for OMB Review; Comment Request Review of Information
Collection: Year 2000 Compliance Survey
- Announces that the Office of
Personnel Management has submitted to the Office of Management and
Budget a request for clearance of a revised information collection.
Year 2000 assessment survey is used to collect information from
approximately 1300 international, national and local philanthropic and
nonprofit organizations to be compiled in a report to the President's
Council on Year 2000 Conversion. The report is due in December 1998, and comments on this proposal should be received within 3 calendar days

December 3, 1998: Excepted Service; Promotion and Internal Placement; Interim Regulations
- The Office of Personnel Management is issuing interim
regulations to implement the staffing provisions of S. 1021, The
Veterans Employment Opportunities Act of 1998. This Act allows
preference eligibles or veterans who have been honorably discharged
from the armed forces after 3 or more years of active service to
compete for vacant positions under merit promotion procedures when an
agency is accepting applications from individuals outside its own
