SUMMARY: The General Services Administration (GSA) is publishing an
amended system of records notice for the Government-wide system of
records, Contracted Travel Services Program (GSA/GOVT-4), as part of
GSA's responsibility to enhance the Federal government's electronic
capability. The amendment includes clarification of routine use f., and
the addition of routine use o., which allows disclosure of summary or
statistical information without reference to any identifiable
individual. The system of records is the basis for providing
comprehensive travel services for travelers on official Federal
business, from initial travel authorization to the final accounting.

SUMMARY: The Office of Personnel Management is issuing final
regulations on behalf of the President's Pay Agent to link the
definitions of General Schedule locality pay area boundaries to the
geographic scope of the new metropolitan statistical area definitions
established by the Office of Management and Budget. This regulation
also establishes new criteria for evaluating areas adjacent to locality
pay areas for inclusion in the pay area. The regulations retain all of
the existing locality pay areas, which are expanded to include a number
of additional locations.

SUMMARY: In accordance with the Paperwork Reduction Act of 1995 (Public
Law 104-13, May 22, 1995), this notice announces that the Office of
Personnel Management (OPM) has submitted to the Office of Management
and Budget (OMB) a request for a revised information collection. OPM
Form 1644, Child Care Tuition Assistance Program for Federal Employees,
is used to verify that child care providers are licensed and/or
regulated by State and/or local authorities. Therefore, agencies need
to verify that child care providers to whom they make disbursements in
the form of child care subsidies meet the statutory requirement.
Approximately 2000 OPM 1644 forms will be processed annually. The
OPM Form 1644 takes approximately 10 minutes to complete by each
provider. The annual estimated burden is 333.3 hours.

SUMMARY: In accordance with the Paperwork Reduction Act of 1995 (Pub.

Personnel Management (OPM) has submitted to the Office of Management

collection. DPRS-2809, Request to Change Federal Employees Health
Benefits (FEHB) Enrollment or to Receive Plan Brochures, is used by
former spouses, Temporary Continuation of Coverage enrollees, and
direct pay annuitants to change health benefits enrollment or request
plan brochures for plans they wish to consider for enrollment during
open season.
Approximately 27,000 DPRS-2809 forms are completed annually. We
estimate it takes approximately 45 minutes to complete the form. The
annual burden is 20,250 hours.

SUMMARY: The Office of Personnel Management (OPM) is issuing final
regulations to establish a performance-based pay system for the Senior
Executive Service (SES) and a higher aggregate limitation on pay for
SES members and employees in senior-level and scientific or
professional positions. These regulations prescribe the criteria for
the administration of rates of basic pay and performance awards under
the SES performance-based pay system and the rules for applying the
aggregate limitation on pay.

SUMMARY: The Office of Personnel Management (OPM) is issuing an interim
rule to revise the table of reduction factors for early commencing
dates of survivor annuities for spouses of separated employees who die
before the date on which they would be eligible for unreduced deferred
annuities, and to revise the annuity factor for spouses of deceased
employees who die in service when those spouses elect to receive the
basic employee death benefit in 36 installments under the Federal
Employees' Retirement System (FERS) Act of 1986. These rules are
necessary to conform the tables to the previously published economic
assumptions adopted by the Board of Actuaries.
