The Office of Personnel Management (OPM) is issuing a final
rule to remove the requirements for agency heads to ensure that
employees and applicants for employment at their agencies are notified
of provisions enacted in the Hatch Act Reform Amendments of 1993
(Reform Amendments). This act prohibited individuals from requesting,
making, transmitting, accepting, or considering political
recommendations in effecting personnel actions and has been superseded

April 29, 1997: Intergovernmental Personnel Act Mobility Program; Final regulations

The Office of Personnel Management (OPM) is issuing final
regulations governing mobility assignments between Federal agencies and
non-Federal entities. In keeping with the OPM philosophy of
transferring more responsibility for operational programs to agencies,
these revised regulations will allow agencies to operate the mobility

April 28, 1997: Civil Service Retirement System Claims; Final rule

The Office of Personnel Management (OPM) is issuing final
regulations concerning the adjudication of claims arising under the
Civil Service Retirement System (CSRS). The regulation provides that
OPM may initially issue decisions that provide the opportunity to
appeal directly to the Merit Systems Protection Board (MSPB) without
having to request OPM to review its initial decision. The regulation
streamlines processing of claims under the CSRS and brings OPM's CSRS
regulations into conformity with its Federal Employees Retirement

April 23, 1997: Summer Employment; Final rule

The Office of Personnel Management (OPM) is issuing final
regulations to eliminate language in title 5, Code of Federal
Regulations, that places certain restrictions on agency hiring during
traditional summer months. The proposed change is part of OPM's efforts
to streamline hiring processes and eliminate unnecessary appointing
authorities. Agencies would continue to use temporary limited
appointments or student temporary appointments, as appropriate, to

These regulations would reflect a provision of the Federal Employee

The Office of Personnel Management (OPM) is providing notice
of adjusted present value factors applicable to retirees who elect to
provide survivor annuity benefits to a spouse based on a post-
retirement marriage and to retiring employees who elect the alternative
form of annuity or elect to credit certain service with nonappropriated

Schedule A excepted service appointing authority agencies use to fill
positions in temporary organizations. These regulations delete the GS-
15 grade level limitation to permit agencies to make such appointments
