Comment form for the Supplemental Yucca Mountain Repository, Nevada Rail Corridor and Rail Alignment Environmental Impact Statements

Individual names and addresses, including e-mail addresses, received as part of the comment documents normally are part of the public record. Any person wishing to have his/her name, address, or other identifying information withheld from the public record must state this request prominently at the beginning of any comment document; DOE will honor this request to the extent allowable by law. All submissions from organizations and businesses, and from  individuals identifying themselves as representatives or officials of organizations or businesses, will be included in the public record and open to public inspection in their entirety.

How to Comment:

Before commenting, understand:

  • what the agency’s purpose and need is;
  • what decision is being made;
  • who is making the decision;
  • what issues the decision-maker is balancing; and
  • what the agency’s NEPA procedures require.

In drafting comments, try to focus on the purpose and need of the analysis, the proposed alternatives, and the assessment of the environmental impacts of those alternatives.

  • Commenting is not a form of “voting” on an alternative.  The number of negative comments an agency receives does not prevent an action from moving forward.
  • Numerous comments that repeat the same basic message of support or opposition will typically be responded to collectively.
  • General comments that state an action will have “significant environmental effects” may also not help an agency make a better decision unless the relevant causes and environmental effects are explained.
  • Finally, remember that decision-makers also receive other information and data such as operational and technical information related to implementing an action that they will have to balance in making a final decision.
