Proposes amendments to the state constitution to authorize issuance of special purpose revenue bonds and use of proceeds to assist not-for-profit private and sectarian elementary schools, secondary schools, new century charter schools, universities and colleges serving the general public and selected in a nondiscriminatory manner on the basis of neutral, secular criteria. (SD1)

Requires the BOE, before 7/1/2002, to adopt a classification and compensation structure for educational officers that more accurately reflects the level of work being performed.

RELATING TO NATIONAL BOARD CERTIFICATION FOR DEPARTMENT OF EDUCATION TEACHERS.

Authorize Hawaii teacher standards board to develop and administer a program to support National Board Certification candidates in public schools; appropriates funds for reimbursing application fees, salary bonuses, subsidizing a candidate support program, and providing inter-island airfare for neighbor island candidates. Allows the DOE to hire former teachers, principals, or vice principals who have retired from state service for hard-to-fill positions, allowing them to continue to receive retirement benefits, but not accrue additional retirement benefits based on post-retirement employment. (SD1)

RELATING TO REHIRING RETIRED TEACHERS IN THE DEPARTMENT OF EDUCATION.

Allows DOE to rehire retired teachers in areas of Hawaii where there is a teacher shortage. (SD1)

Requires teachers to receive their normal annual increment or longevity increase, as the case may be, for a year's satisfactory service in any fiscal year that an increase in the appropriate salary schedule is effected, except as provided by law. (SD2)

Provides incentives to keep exemplary principals and vice-principals (VPs) at the school level; encourage exemplary principals and VPs to accept long-term assignments to hard-to-staff schools, special needs schools, and schools with high teacher turnover; encourage exemplary teachers to become VPs. RELATING TO THE HAWAII STATE STUDENT COUNCIL.

Establishes the Hawaii state student council, with student representatives from each departmental school district; requires the council to conduct an annual conference of secondary students; and requires the council to determine whether to select the student member of the BOE or to run an election to select the individual. (SD1)

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
