Makes it unlawful to remove a motor vehicle for the state unless the person removing the vehicle is the legal owner.

RELATING TO SCHOOL BUSES.

Requires public and private elementary school children to wear seat belts on school buses. Requires all state contracted school buses to be fitted with seat belts after 12/31/2002.

Raises from 12 to 16 years old individuals banned from riding in back of pickup trucks. Takes effect 01/01/03.

Establishes the Hawaii Uninsured Motor Vehicle Database; requires seizure of certificate of registration and impoundment of motor vehicle when citation is issued for uninsured motor vehicle; clarifies that proof of motor vehicle insurance is necessary for renewal of registration; makes appropriations to attorney general and the counties.

Raises the age at which rental and U-drive motor vehicles must undergo a biannual vehicle safety inspection from 1 year of age to 2 years of age.

Regulates the rates for wharfage to provide equitable treatment to all users of State Wharves.

RELATING TO ALTERNATE FUELED VEHICLES.

Encourages the use of alternate fueled vehicles by providing similar incentives that were given to electric vehicles under Act 290, Session Laws of Hawaii 1997.

RELATING TO MOTOR VEHICLE DRIVER LICENSING.

Delays the implementation of Act 175 (1999 Session) from January 1, 2001 to January 1, 2003. This act raises the minimum age to obtain a driver's license from 15 to 16 and requires that all applicants under 18 years of age complete a driver education program and a behind-the-wheel driver training course certified by the DOT.
