RELATING TO STATE ENTERPRISE ZONES.

Amends the Enterprise Zones (EZ) Partnership offer statutory provision which state and county tax and other incentives to certain types of businesses which increase their hiring in zones selected by the counties and approved by the Governor.

RELATING TO TAXATION.

Establishes a tax credit for revitalization of older commercial facilities, including retail, hotel, warehouse, and industrial facilities; provided that either the facility or the commercial district where the facility is located is at least twenty-five years old; projects over $2,500,000 required to pay prevailing wages under chapter 104, Hawaii Revised Statutes.

RELATING TO A FILM INDUSTRY DEVELOPMENT AND MARKETING MANAGER POSITION IN THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Proposes to establish a film industry development and marketing manager position in DBEDT which would be exempt from the civil service laws.

Amends the general excise tax law to accelerate the timetable for pyramiding relief for the sale of services by reducing the tax rate applicable to 2.0% for sales in calendar year 2002, 1.0% for sales in calendar year 2003, and 0.5% for sales in calendar year 2004 and thereafter.

Amends the general excise tax law to accelerate the depyramiding schedule from 0.5% per year to 1.0% per year, thereby speeding up the reduction of the general excise tax so that the program ends in 3 years instead of 6 years.

This Act seeks to exclude proceeds from intellectual property royalties from general excise taxation.

MAKING AN APPROPRIATION TO STUDY THE FEASIBILITY OF ESTABLISHING A TECHNOLOGY-FOCUSED, COMMUNITY-BASED CENTER IN WAIALUA TOWN.

Appropriates funds to study the feasibility of establishing a technology-focused, community-based center in Waialua, assess community needs, and develop and implement a plan, including the purchase of computer and telecommunications equipment necessary for center operations.

MAKING AN APPROPRIATION FOR THE NEW ECONOMY TRANSITION PROGRAM.

Appropriates $300,000 for FY 2001-2002 and $200,000 for FY 2002-2003 for the new economy transition program.

Appropriates funds to the DBEDT for the establishment of manufacturing extension programs in Hawaii. Prohibits state funds from being made available under this Act unless matched, on a dollar-for-dollar basis, by federal funds appropriated for the same purpose.

Appropriates $50,000 to support the activities of PACON International, the Pacific Congress on Marine Science and Technology. Requires matching funds.

Appropriates $750,000 to the DBEDT to host the 35th International General Meeting of the Pacific Basin Economic Council.

Makes the law enacting the small business regulatory flexibility act and the small business defender permanent. Moves the small business defender position to the department of business, economic development, and tourism for administrative purposes. Allows the small business defender to hire attorneys.

Removes the June 30, 2002, repeal date of the Hawaii Small Business Regulatory Flexibility Act and makes various amendments.

Repeals the Hawaii Telecommunications and Information Industries Act because Hawaii INC, the organization established by that Act, has ceased operations.
