RELATING TO REAL ESTATE BROKERS AND SALESPERSONS.

Exempts an owner of a time share interest from the requirement of being a licensed real estate broker or salesperson when the owner refers a prospective buyer to a developer, sales agent, or resales agent of a time share plan and receives a fee of not more than $1,000. (HB16 HD1)

RELATING TO TIME SHARE PROJECTS.

Exempts time share units from specified condo disclosure requirements. Requires a developer to register with the real estate commission prior to the time when the developer offers or proposes to offer for sale a time share plan located in a condominium project where apartments are being offered or proposed to be offered for sale for the first time. RELATING TO TIME SHARING PLANS.

Redefines "acquisition agent" to exclude employees or contractors of licensed real estate brokers, and employees or contractors of acquisition agents who are not licensed real estate brokers. Stipulates that acquisition agents and sales agents are responsible for the actions of their employees or contractors. (HB22 HD1)

RELATING TO PILOTS.

Statutorily requires the director of commerce and consumer affairs to maintain an adequate supply of pilots based on consultation with certain interested parties, and to grant licenses as the need arises. (HB1274 HD1)

RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Raises the age at which rental and U-drive motor vehicles must undergo a biannual vehicle safety inspection from 1 year of age to 2 years of age.

RELATING TO REGULATORY PROCESSES.

Amends the automatic approval law by amending the definition of "application for a business or development-related permit, license, or approval" and extending the deadline for agency rulemaking. Failure to adopt rules by the new deadline will result in a one-year statutory maximum time period. (HB954 HD1)

RELATING TO STATE ENTERPRISE ZONES.

Amends the Enterprise Zones (EZ) Partnership offer statutory provision which state and county tax and other incentives to certain types of businesses which increase their hiring in zones selected by the counties and approved by the Governor.

RELATING TO DISTRIBUTED ELECTRIC GENERATION.

Requires the public utilities commission to lift regulatory barriers to interconnection with the existing electric grid, and encourages the establishment of new electric generation facilities, including renewable facilities, by adopting and implementing uniform technical standards, standard interconnection agreement practices and terminology, and standard conditions for interconnection. RELATING TO PUBLIC UTILITIES.

Exempts from PUC regulations, public utilities owned or operated by the state or counties; provided that any moneys received by the government from the operation of the utility shall be used for utility related expenses or projects not normally funded by general revenues. RELATING TO THE HAWAII HURRICANE RELIEF FUND.

Provides that HHRF, assisted by DCCA Insurance Division, shall develop a plan to establish a Hawaii-based captive insurance company to use moneys from the dissolved HHRF to reinsure the Hawaii Insurance Guaranty Fund for hurricane insurance policy claims left unpaid by insurer insolvency due to a covered event.
