Bernalillo County Clerk Maggie Toulouse Oliver brings a wealth of practical and academic experience to her job. Toulouse Oliver was appointed by the County Commission in 2007 to fill the unexpired term of former Clerk, and now Secretary of State, Mary Herrera. Prior to her appointment, Ms. Toulouse Oliver worked for over a decade as a campaign consultant and political activist. She also earned a Bachelor’s degree in Political Science and Spanish and Master’s Degree in Political Science from UNM.
 
Maggie was raised in Albuquerque and is a Highland High School grad. Immediately after high school, she began working on local political campaigns and worked her way up from intern to campaign manager. She has worked on a wide variety of campaigns ranging from CNM Governing Board to US Senate.
 
During graduate school, Maggie focused on voting behavior and election systems as her area of interest. Maggie conducted research and wrote papers, including published items, concerning the effects of campaign activities on voting behavior and election outcomes; the effect of community involvement on voting both in the US and internationally; as well as systems of representation and theories of democratic participation. She is also well-studied and practiced in the area of statistical analysis and social science research methods.
 
In 2004, Maggie was named New Mexico State Director and then Southwest Region Campaign Manager for the League of Conservation Voters (LCV), the Independent Political Voice for the Environment.  At LCV, Maggie conducted a number of electoral, issue and advocacy campaigns geared at educating and mobilizing New Mexico’s voters on environmental issues. Under Maggie’s tenure, LCV campaigns registered thousands of New Mexico voters and LCV volunteers and staff personally spoke with almost a quarter of a million voters during the same period. Maggie worked for LCV until her appointment as Clerk.
 
In addition to her academic and political interests, Maggie has also served the community as a member of the New Mexico Sentencing Commission (2003-2006) and as an alternate member to the Bernalillo County Board of Voter Registration (2001-2005). 
 
Maggie is married to Allan Oliver and has a son, Christian.
