AAHSA Calls on Congress to Raise Housing, HCBS, Medicaid Funding

One of Congress' top priorities before it adjourns for the end of the year must be a spending bill for the next fiscal year that begins Oct. 1. Congress also should consider an increase in federal Medicaid funding to help states strapped for cash avoid cutting payments to nursing homes and home care providers. Implementing Our Mixed-Finance Housing Reform

On Sept. 10, we met with Janet Golrick, the new acting deputy assistant secretary for multifamily housing, to discuss implementation of recently enacted, AAHSA-promoted requirements to allow delegated processing for Section 202 mixed-financing programs. We also brought up ongoing operational concerns such as handling unforeseen spikes in operations costs and inherited censures when non-profit providers agree to take on and try to reform previously “troubled” properties. Anti-Arbitration Legislation Moves Forward in Senate

The Senate Judiciary Committee approved S. 2838, legislation to ban pre-dispute arbitration agreements in nursing home contracts. While the bill could now come before the full Senate, it has not yet been scheduled for floor consideration. We strongly oppose this legislation and urge you to contact your legislators in opposition to it. More News

Senate Committee Approves Elder Justice, Background Check Legislation

The Elder Justice Act and legislation to expand a criminal background check program for long-term care workers nationwide came one step closer to Senate passage on Sept. 10, as the Senate Finance Committee approved the two bills. The full Senate has not scheduled them for floor consideration, however, and the limited time left in the present Congress leaves their prospects unclear. More News

New Survey and Cert Letter on Fire Safety

The Centers for Medicare and Medicaid Services (CMS) issued a new survey and certification letter, Compliance with State Fire and Safety Code in Lieu of Life Safety Code, clarifying that it is permissible for a State's fire and safety code to be used in lieu of the CMS-adopted National Fire Protection Association 2000 Life Safety Code (NFPA LSC) under certain conditions, and outlining the state code approval process.
