About Records Management

Section 3101 of Title 44 of the United States Code requires that the head of each Federal agency make and preserve records containing adequate and proper documentation of the organization, functions, policies, decisions, procedures and essential transactions of the Agency.

Records include all books, papers, maps, photographs, machine-readable materials, or other documentary materials, regardless of physical form or characteristics, made or received by an agency of the United States Government under Federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies, decisions, procedures, operations, or other activities of the Government or because of the informational value of the data in them. (44 U.S.C. 3301).

Records management addresses the life cycle of records, i.e., the period of time that records are in the custody of Federal agencies. The life cycle usually consists of three stages: (1) creation or receipt, (2) maintenance and use (3) disposition; which include transfer and storage of temporary records to the Washington National Records Center (WNRC), the transfer of permanent records to National Archives in College Park and the disposal of records. The main tool used to manage the disposition of records is the records schedule.

Agency personnel must not destroy records on the basis of individual opinion that they have no value. Only disposition standards defined in the National Archives and Records Administration’s Disposition of Federal Records, A Records Management Handbook will be used for PSC Records Management Program. The two records schedules use for the PSC Records Management Program is: NARA General Records Schedule and OS/PSC Records Retention Schedule. Records not currently covered in either of the two schedule are considered unscheduled records and cannot be transferred, or destroyed and unscheduled must be reported to the PSC Records Management Officer.

Program Support Center Records Management Officer (RMO) and Records Liaison Contacts (RLC's)

The PSC Records Management officer serves as a point of contact for the OS records officer with Departmental Records Officer, the National Archives and Records Administrative (NARA), General Services Administration (GSA) and other agencies on matters concerning records management. Each PSC Service and Division has a designated RLC.
