Standard Operating Procedure Table of Contents

Purpose

To request Council approval for potential future initiatives -- RFAs, PAs, or RFPs -- through which NIAID sets aside money to stimulate research in high-priority areas.

Procedure

Every initiative must go through concept clearance. NIAID publishes Concepts cleared at recent Council meetings on the Funding Web site. Not every concept cleared by Council becomes a published initiative.

Read the Phasing of Initiatives SOP for more information and go to Early Planning Work Flow for a step-by-step look at the concept development process.

Investigators

Program Officers

  • Develop research concepts.
  • Consider co-sponsorship when developing a concept. For more information see Co-Sponsorship of RFAs and PAs SOP.
  • Enter concepts into the Scientific Initiatives Management System (SIMS).
  • After concept clearance, enter Council recommendations and comments into the concept clearance forms in the Council concept section of SIMS.

NIAID Management

  • Division managers rank the concepts.
  • NIAID director and executive committee select concepts for clearance.

Council Members

  • Review concepts and make recommendations.

Division of Extramural Activities Staff

  • Work with program staff to schedule developing concepts into an RFA, PA, or RFP.
  • Review initiatives for final approval.
