Rehabilitation of Economic Facilities and Service (REFS) Program
Louis Berger
The Louis Berger Group is providing engineering, design, construction management and other services to implement USAID's Rehabilitation of Economic Facilities and Service (REFS) Program. Under this contract, Afghanistan's major and rural roads are being reconstructed to improve economic growth, security, and political integration along the corridor linking Afghanistan's three largest cities: Kabul, Kandahar and Herat. The REFS program is also rehabilitating irrigation systems, dams, power generation and schools and clinics.

| In June 2004, the World Bank approved a $105 million credit to the government of Afghanistan for an Emergency Power Rehabilitation Project that will restore and expand the distribution network, rehabilitate the largest generation station supplying Kabul and the associated transmission line, and improve commercial operations of the utility. |
