Randolph F. Wykoff, M.D., M.P.H., & T.M. is Deputy Assistant Secretary for Health (Disease Prevention and Health Promotion) in the Department of Health and Human Services. In this position, he is responsible for advising the Assistant Secretary for Health and Surgeon General on health policies, procedures, and activities relative to disease prevention and health promotion and for running the Office of Disease Prevention and Health Promotion. 

Prior to this position, Dr. Wykoff was the Associate Commissioner for Operations at the United States Food and Drug Administration. He has also completed a six-year tenure as the Associate Commissioner for AIDS and Special Health issues at the FDA; a six-month detail with the Senate Labor and Human Resources Committee; and a concurrent one year tenure coordinating FDA’s science team for the Tobacco Working Group. Before joining the FDA he was the District Medical Director of the Upper Savannah Health District in South Carolina, where he was responsible for all public health activities in a rural six county area. 

He received a Bachelor of Science (with Distinction) in Biology, a Bachelor of Arts in Philosophy, a Doctor of Medicine, and a Master’s Degree in Public Health and Tropical Medicine, all from Tulane University in New Orleans, Louisiana. He is Board Certified by both the American Board of Pediatrics and the American Board of Preventive Medicine and remains active in clinical pediatrics. He is married to the former Janine McGill of Danville, Pennsylvania and they have three sons and two daughters.
