The Financial Management Service’s Judgment Fund Branch, would like to invite you and/or your representatives to the Judgment Fund Branch Seminar on September 23-24, 2008, at the New Carrollton Federal Building Auditorium (IRS Building), 5000 Ellin Road, Lanham, Maryland.

The purpose of this event is to share information that will facilitate better communications and improved efficiency of claims processing. The seminar will also feature a number of relevant topics including an overview of the new Judgment Fund Internet Claims System (JFICS), a description of the JFB claims process, tips and pointers for agencies on how best to file claims, and much more. A brief description of each topic and nearby hotels are provided below.

Parking at the facility is available for conference attendees at no cost. The New Carrollton Metro Station Subway (Orange Line), Amtrak and the MARC train is adjacent to the IRS building. Lunch is on your own, however, there is a cafeteria in the building with an extensive choice of foods.

The Judgment Fund Seminar Topics

Seminar objectives:

  • To give customers of the Judgment Fund Branch (JFB) a more complete understanding of the JFB's purpose and operations.
  • To allow those who access the Judgment Fund for claims payments to do so with greater confidence and to experience faster, more efficient payment of claims.

Seminar Topics:

Overview of the Judgment Fund Branch

Attendees will receive a brief presentation on the origins of the Judgment Fund, including its purpose and governing statute and regulations, followed by an overview of the Judgment Fund Branch's functions, structure, and its internal processes and systems.

Legal Matters Concerning the Judgment Fund

This presentation will focus on the legal criteria for obtaining payments from the Judgment Fund. The instructors will also address the types of payments that cannot be made from the Judgment Fund, which include certain interest and fee awards. Government counsel are encouraged to attend this presentation.

Overviews of the Judgment Fund claims review and payment processes

The processes and systems employed in both the claims review and payment processes will be outlined, as well as key considerations that agencies should be aware of when submitting claims to Treasury. This presentation will also include a discussion of common mistakes that can slow the processing of your claim.

Reimbursable Judgment Fund payments

The two types of claims that must be reimbursed to the Judgment Fund, Notification of Federal Employee Anti-Retalliation (No FEAR) Act and Contract Disputes Act (CDA), will be discussed. Covered topics include requirements for agency reimbursement under each law, and process agencies should use to reimburse the Judgment Fund.

Utilizing the Judgment Fund Websites

For those who need to reconcile accounts with Judgment Fund payments, this discussion will include a demonstration of the JFICS public information website and information on how to access JFICS in order to retrieve detailed case information.

What is the Judgment Fund Internet Claims System (JFICS)?

JFICS discussions will include an overview and demonstration of JFICS, and the advantatges to submitting online claims over paper claims. Plans for providing universal access to the JFICS online claims module for all Judgment Fund users as well as system registration and access, training, and support will be discussed.
