This case concerned the negotiability of one proposal. The Authority dismissed the petition for review after finding that the proposal was outside the duty to bargain.
The Union's proposal required that a specific office door remain closed. Noting that the Union failed to respond to the Agency's statement of position, the Authority found that the Union conceded that the proposal affects management's rights to direct and assign work under § 7106(a)(2)(A) and (B) of the Statute, and affected management's rights to determine internal security practices under § 7106(a)(1) of the Statute. The Authority also found that its conclusion was consistent with Authority precedent.
