The President's Emergency Plan for AIDS Relief (PEPFAR/Emergency Plan) seeks to promote comprehensive responses to HIV/AIDS at the country level by building international commitment to coordinated action.

The Emergency Plan uses the full range of diplomatic tools to engage international organizations as partners in the fight against HIV/AIDS. Efforts are made to strengthen U.S. participation on governing boards and to consult closely and often with both the leadership and working levels of the multilateral and other international organizations working on HIV/AIDS.

The United States was instrumental in the creation of the Global Fund to Fight AIDS, Tuberculosis, and Malaria, during the 2001 G8 summit in Genoa, Italy. The G8 has committed itself to partnering with African nations to achieve sustainable growth, development and active participation in the world economy. The U.S. Government contributes a significant portion of the Global Fund's resources, in recognition of the fact that the success of the Fund is vital to the success of the Emergency Plan.

PEPFAR also works closely with other multilateral institutions such as the Joint United Nations Programme on HIV/AIDS (UNAIDS) and the World Health Organization. These institutions play vital roles in providing global leadership, expertise and resources, particularly in the areas of advocacy, government and civil society collaboration, HIV/AIDS and economic development, and health sector response (including HIV/AIDS surveillance, prevention, treatment, and care):
