FSIS to Host OPM Public Meeting to Discuss Proposed Pay-For-Performance System Demonstration Project

WASHINGTON, May 30, 2008 - The U.S. Department of Agriculture's Food Safety and Inspection
Service (FSIS) today announced a public meeting to discuss the Public Health Human Resources System (PHHRS)
demonstration project to test a pay-for-performance system approved by the Office of Personnel Management
(OPM) that will change the way employees are compensated, recognized and rewarded.
The PHHRS will implement pay-banding for approximately 2,800 FSIS employees where jobs will be placed
in broad career paths utilizing flexible pay setting based on qualifications, local labor market factors
and performance ratings. This demonstration project will involve all General Schedule, non-bargaining
unit employees within FSIS, including public health veterinarians. The demonstration project will be
conducted over a five year period under the supervision of OPM to determine if the pay-for-performance
system is successful in improving the Agency's personnel management.
The USDA Strategic Human Capital Plan and the President's Management Agenda require FSIS' human capital
system to be more innovative and accountable than ever. Pay-banding and pay-for-performance will allow
FSIS to recruit, develop and retain high caliber employees that are the backbone of the Agency's public
health and inspection program.
The current personnel system is based on important core principles, however they do not provide the
flexibilities needed to define and achieve the growing list of advanced public health functions. PHHRS will
feature a simplified pay-banding classification and compensation system that will be combined with a
results-based and competency linked pay-for performance system.
The public meeting will be held on Thursday, June 26, at 10 a.m., in the Jefferson Auditorium, South
