Four objectives became measurable. Child fatality review (15-6) became measurable, and the target was set at 100 percent review of deaths due to external causes.The objective was also reworded to include children aged 17 years and under and to incorporate all 50 States and the District of Columbia. Emergency department visits for nonfatal unintentional injuries (15-14) and bicycle helmet use (15-23) became measurable with the identification of new data sources. Nonfatal unintentional injuries (15-14) was reworded from "reduce nonfatal unintentional injuries" to "reduce emergency department visits for nonfatal unintentional injuries" to reflect the language used in the data source: the U.S. Consumer Product Safety Commission's National Electronic Injury Surveillance System—All Injury Program (NEISS–AIP).
