Cooperative Agreements for Hurricane Katrina-related State-sponsored Youth Suicide Prevention and Early Intervention
(Short Title: Hurricane Katrina-related Suicide Prevention Grants)

Key Dates:

The Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of funds for Cooperative Agreements for Hurricane Katrina-related State-Sponsored Youth Suicide Prevention and Early Intervention Programs. The State-sponsored Youth Suicide Prevention Grant Program is authorized under the Garrett Lee Smith Memorial Act (Section 520E-2 of the Public Health Service Act, as amended).

The State-sponsored Youth Suicide Prevention Grant Program is designed to build on the foundation of prior suicide prevention efforts in order to support States and Tribes in developing and implementing statewide or tribal youth suicide prevention and early intervention strategies, grounded in public/private collaboration. Such efforts must involve public/private collaboration among youth-serving institutions and agencies and should include schools, educational institutions, juvenile justice systems, foster care systems, substance abuse and mental health programs, and other child and youth supporting organizations.

Eligibility

Eligibility for SAMHSA's State-sponsored Youth Suicide Prevention Grant Program is limited to:

• Louisiana and Mississippi.
• Public or private non-profit organizations designated by Louisiana or Mississippi to develop or direct the State-sponsored youth suicide prevention and early intervention strategy.

Eligibility is being limited to the States of Louisiana and Mississippi because SAMHSA believes that the magnitude of last year's hurricanes has so impacted the infrastructures of these two States that they would be at a distinct disadvantage in an open competition. Additionally, both States are reporting significantly higher rates of suicides and suicide attempts as a result of the hurricanes. The proposed program allows SAMHSA to be responsive to a critical public health emergency while providing a similar opportunity to other States through a separate competition, State/Tribal Youth Suicide Prevention Grants (SM-06-005).

Each State can receive only one State-sponsored Youth Suicide Prevention Program grant. The States of Louisiana and Mississippi, or their designated entities, may submit an application for this RFA or State/Tribal Youth Suicide Prevention Grants, SM-06-005, but not for both.

Award Information

In FY 2006, it is expected that approximately $800,000 will be available to fund up to 2 awards. The amount of the awards will be up to $400,000 in total costs (direct and indirect) per year for up to 3 years.

Proposed budgets cannot exceed the maximum award amount of $400,000 in any year of the proposed project. Annual continuation awards will depend on the availability of funds, grantees' progress in reaching program goals and objectives, and timely submission of required data and reports.

Cost sharing (see RFA Glossary, Appendix B) is not required in this program and applications will not be screened out on the basis of cost sharing. However, grant funds must be used to supplement, and not supplant, Federal and non-Federal funds available for carrying out existing youth suicide early intervention and prevention activities.
