NHTSA-MVS is a MS Windows compatible software package containing two programs that are designed to assist state and local traffic safety planners in efforts to identify safety problems and promote solutions that will improve motor vehicle safety. BELTUSE allows users to estimate the impact of raising safety belt use rates. It provides results in terms of lives saved, injuries prevented, and economic cost savings. CRASHCOST allows users to estimate the economic impact of motor vehicle crashes in their jurisdiction. It combines fatalities, nonfatal injuries, and property damage crashes to estimate the overall cost of crashes. Both programs include data bases derived from the most current (2003) NHTSA fatality and injury files. Data bases are included for statewide fatality counts, but calculations can also be made for local jurisdictions (counties, cities, etc.) if users obtain fatality data for their specific jurisdiction from either their local police records or NHTSA's Fatality Analysis Reporting System (FARS).

The programs are designed to require a minimal amount of user input, but to allow users to substitute data or create custom scenarios that are applicable to their specific needs. The software is self-contained - there are no hard copy reports to back it up. Instead, directions are accessible on the opening page of each program and can be printed off for reference. HELP screens are available throughout the programs to answer specific questions. Users should read the DIRECTIONS page before proceeding with the programs.

To use this software, you must download it to your computer. To download the program:
Click here: NHTSA-MVS (disk1.zip) (10.7 meg 4/28/2005) and choose to SAVE the file to your disk. Instructions for installing follow.

Steps For NHTSA-MVS Installation

Steps for users installing the NHTSA-MVS application for the first time: caution: if you have a previous version of this software follow the second set of instructions.

  1. Extract the Disk1.zip file to C: drive folder using "Use Folder Names" option of WinZip (If you have Windows XP skip this step)
  2. Run Setup.exe from the unzip folder.
  3. Follow steps to install the application.
  4. Find MVS icon on desktop and double click to run the application.

Steps for users who already have installed a previous version of NHTSA-MVS:

  1. Extract the Disk1.zip file to C: drive folder using "Use Folder Names" option of WinZip (If you have Windows XP skip this step)
  2. Run Setup.exe from the unzip folder.
  3. Select the "Remove" option on the first page. Follow steps to remove older version.
  4. After removing prior version restart computer.
  5. Run Setup.exe from the unzip folder again.
  6. Follow steps to install the application.
  7. Find MVS icon on desktop and double click to run the application.
