TO:  Chief Executive Officers of all National Banks; all State
     Banking Authorities; Chairman, Board of Governors of the
     Federal Reserve System; Chairman, Federal Deposit Insurance
     Corporation; Conference of State Bank Supervisors; Deputy
     Comptrollers (Districts); Assistant Deputy Comptrollers;
     District Counsel and Examining Personnel.

     
RE:  Information is being received that instruments titled
     Certified Documentary Draft, Comptroller Warrant drawn
     against the Social Security Administration and processed
     through The Comptroller of the Currency have been placed in
     circulation by Randall Jennette.  Please be advised that
     such instruments are deemed to be without financial value;
     copy of one such instrument attached herewith.

     Any information which you may have concerning this matter
