Overview

OPM's Center for Leadership Capacity Services and American University are co-sponsoring this important new seminar for the regulatory community.

This seminar provides a comprehensive framework for understanding the dynamics of the regulatory process and is intended for individuals in the public, nonprofit, and private sectors who work with regulation.  Distinctively organized around key points of decision and the linkages between critical stages in the overall regulatory process, the seminar addresses the legal, political, and administrative dimensions of each significant decision point and stage, with special emphasis how regulatory outputs and outcomes are determined.

Seminar faculty include current officials of the executive and legislative branches of the federal government; former government officials now currently employed in efforts to influence regulation;  executives in business and nonprofit organizations; and prominent academics.  All are recognized leaders in their fields and highly effective instructors.

The combination of expert presentations with a seminar format maximizes the opportunities for interaction and exchanges both among the participants and between the participants and the expert faculty.   Over the course of three and one-half days, participants will gain insights about the origins, justifications, and criticisms of regulation, the development of rules by government agencies, the transformation of rules into operating regulatory programs, and the effects of rules, including the responses of regulated parties and beneficiaries of regulation. This approach to learning about the regulatory process ensures that seminar participants leave the course better able to manage their responsibilities with a comprehensive understanding of how the various pieces of the regulatory puzzle fit together.
