Subject: Javits-Wagner-O'Day Program

The Defense Supply Center Richmond supports the Javits-Wagner-O'Day (JWOD) Program's mission of providing quality products and services to federal agencies, while providing jobs to people who are blind or have severe disabilities.

As we celebrate National Disability Employee Awareness month each October, it is fitting that we recognize the importance and accomplishments of the JWOD Program. JWOD provides more than 45,000 jobs to people who are blind, or who have severe disabilities. These jobs enable them to gain valuable work experience and develop job skills that help increase their independence and self esteem. The products and services these employees provide have a positive impact on the workforce and the nation's warfighters.

President Franklin D. Roosevelt passed the Wagner-O'Day Act in 1938 to create jobs for blind people to sell items to the federal government. Guided by Senator Jacob Javits, from New York, the Act was amended in 1971 to include people with severe disabilities and to allow the program to provide services.

All government purchase card users and acquisition personnel should make JWOD the first stop when purchasing supplies. I encourage all employees to learn about the important role JWOD plays in providing products and services to DSCR, the Defense Logistics Agency, and other federal agencies by visiting their web site at www.jwod.gov.
