Subject: Travel and Transportation Act - Final Rule
As you may recall, the General Services Administration (GSA) issued Interim
Rule 8 on July 16, 1999, to provide implementing regulations for certain
sections of the Travel and Transportation Act of 1998 (PL 105-264).
Financial Administration Memorandum No. 99-032 dated August 11, 1999
distributed the Federal Register announcement.
Many important provisions of Interim Rule 8 (e.g. mandatory use of the
travel card, interest on travel vouchers paid late, etc.) were to be
implemented on or after December 31, 1999. GSA informed us that the Final
Rule is currently in the surnaming process en route to the Administrator
for signature. The Final Rule, among other things (see the attachment),
will move the effective date to apply to travel that begins after
February 29, 2000. GSA hopes to have the Final Rule published in the
Federal Register before the end of the calendar year.
As soon as, the Final Rule is published, we will finalize implementing
guidance in time to comply with the revised implementation date. Should
