Subject: Attorney General Guidelines for Agencies to Deny
Federal Assistance
Attached is a copy of a memorandum from the Attorney General, dated
April 26, 1999, which provides due process guidelines pursuant to Executive
Order 13019, "Supporting Families: Collecting Delinquent Child Support
Obligations." Executive Order 13019 requires agencies to deny federal
financial assistance, under certain conditions, to those individuals whose
payments are subject to administrative offset. The attachment cites the
minimum due process guidelines for federal agencies to use in denying
federal financial assistance. If applicable to your bureau, the guidelines
must be incorporated in Bureau procedures or regulations for federal
financial assistance. The guidelines are effective immediately.
Existing procedures or regulations may be used so long as they comply with
the minimum due process guidelines. Should you have any questions
