Subject:        Guidelines for Participation in the Transportation Fringe 
		Benefit Program 

The purpose of this FAM is to provide guidelines and procedures governing 
the enrollment of DOI employees in the Transportation Fringe Benefit Program, 
as authorized by P.L. 103-172 (Federal Employees Clean Air Incentives Act), 
as amended by P.L. 105-178 (Transportation Equity Act for the 21st Century.)

The attached procedures are also intended to satisfy Internal Revenue 
Service requirements for the receipt of pretax benefits for qualifying 
transportation expenditures.

Effective June 1, 1999, employees may enroll in this program by completing 
an Application for Participation in Transportation Fringe Benefit Program.
