January 8, 1999
FINANCIAL ADMINISTRATION MEMORANDUM NO. 99-003 (II.J.)
To: Bureau Assistant Directors, Administration
Chief Executive Officer, National Business Center
Bureau Finance Officers
Finance Officer, Financial Management Services
From: William E. Webber /s/
Focus Leader, Asset and Debt Management
Office of Financial Management
Subject: Prompt Payment Reporting Requirements
The purpose of this memorandum is to advise you that the Federal Reports
Elimination Act of 1998 (Public Law 105-362) was signed into law on
November 10, 1998. The law repeals 31 U.S.C. 3906, which required annual
prompt payment performance reporting to the Office of Management
and Budget.
While the annual prompt payment reporting requirement has been eliminated,
the monthly and quarterly reporting to this office should continue
throughout FY 1999 and until further notice. This information is required
for monthly reporting to the Interior Management Council. Additionally,
the continued tracking of prompt payment activities is necessary to
monitor progress against the established Department-wide prompt payment
performance goal and for reporting in the Department's Annual
Accountability Report. The prompt payment reports should continue to be
submitted to this office by the 15th day following the close of the
month/quarter.
Should you have any questions regarding this matter, please contact
Michael Anthony on (202) 208-6824.
