What is TED?
Managed by the Office of the Deaf and Hard of Hearing (ODHH), the Telecommunication Equipment Distribution (TED) program distributes specialized telecommunication equipment that enables Washington residents to have independent use of the telephone.
Who can use TED?
People (ages 4 and up) who are certified as deaf, hard of hearing, deaf-blind, or speech disable; and live in Washington State are eligible to apply.
The cost of equipment is based on a sliding fee scale. The client’s annual income and family size is used to see if there is a cost to the client or not.
In order to receive telecommunication services, the application must be filled out completely, including the client’s income and professional’s (doctor, audiologist, case manager, etc.) recommendation. Once ODHH receives a client’s completed application, we will send an invoice telling you if there is a cost. A trainer (a state contractor who specializes in hooking up the equipment and training how to use it) will contact you to set up an appointment to install your equipment.

CapTel
If you are interested in obtaining a CapTel telephone, the Telecommunication Equipment Distribution (TED) program is now accepting applications. CapTel services are scheduled to begin April 1, 2007. Form 14-264 is the standard Application for Telecommunication Equipment and Form 14-487 is the CapTel Supplemental Application. Both forms must be completed and submitted together.
Distribution will be based on a first come, first served basis. Future availability of CapTel may be limited because of funding constraints. A total of 720 CapTel telephones will be available through June 30, 2008. Thereafter, on an annual basis, the DSHS Office of the Deaf and Hard of Hearing (ODHH) will review CapTel telephone purchase levels to make sure CapTel relay service can be affordable over the long-term. This may either increase or decrease the number of CapTel telephones distributed annually.

VOICE CARRY OVER TELEPHONE(VCO)
The Voice Carry Over (VCO) Telephone by Ameriphone allows an individual to read the incoming conversation and verbally reply, without typing their responses.
