Doing Business With ICE

The U.S. Immigration and Customs Enforcement (ICE) is the largest investigative arm of the Department of Homeland Security (DHS). The primary mission of the agency is to detect vulnerabilities and prevent violations that threaten national security. Information about the ICE organization can be found under the ICE Operations tab located within the About Us link on the top of this webpage.

ICE acquires various kinds of products and services such as:

  • Armed security guard services;
  • Law enforcement services and products, such as hand restraints, handcuffs, guns and ammunition;
  • Detention and Removal Services:
    • (a) Detention services include temporary housing, food, clothing, guards, and transportation;
    • (b) Detainee removal transportation services including air charter flight
  • Fugitive Operational Support that involves data analysis and analysis support services;
  • Information Technology (IT) supplies and services, to include computers, security equipment, maintenance, software, and telecommunication;
  • Law enforcement training development;
  • Procurement and clerical support services, and
  • Interpreter services.

DHS Open for Business Website

The DHS “Open for Business” website, http://www.dhs.gov/openforbusiness, centralizes information to assist all businesses to learn how to work with the DHS. This website provides links to current contracting and grant opportunities, small business assistance, Central Contractor Registration (CCR), and acquisition laws and regulations. Small business representatives can also register to meet with ICE small business specialist at the DHS monthly vendor outreach sessions.

Ms. Gray acts as a point of contact for those private firms seeking agency-specific acquisition information. Unsolicited Proposals

An unsolicited proposal is a possible means through which a unique or innovative idea, concept, method, or approach that has been originated or developed outside of ICE, and could benefit ICE in accomplishing its mission, is brought to the agency’s attention by a potential contractor. The proposal must be prepared independent of government advice or supervision.

Before beginning the unsolicited proposal process, a vendor should carefully and objectively assess its product/service to ensure that it is not commercially available and it meets the specific criteria of FAR Part 15.6 of the Federal Acquisition Regulation (FAR). This regulation can be accessed at http://www.arnet.gov.

Unsolicited proposals are offered with the intent that ICE will enter into a contract with the offeror, contingent on the availability of funds, and the absence of other possible vendors, for activities supporting the ICE missions. It is the policy of ICE to encourage the submission of unsolicited proposals meeting the criteria noted above.
