TSO's Telecommunications Recourse Management

Telecommunications Resource Management (TRMS) provides Working Capital Fund activities and resource management services for the Telecommunications Services and Operations (TSO) organization. This includes:

preparing and updating fiscal year budget operating plans for personnel, hardware, software, travel, training and other expenses for the TSO cost centers;

developing and administering financial management programs for TSO including budget development and execution, financial reconciliation, and financial information reporting;

processing requisitions for small purchases for TSO;

establishing, maintaining, and monitoring reimbursable agreements for TSO cost centers ensuring that all expenses are appropriately recovered;

developing and coordinating overall budgets and related financial and administrative operating plans for the TSO cost centers, including estimating needs for staffing, space, equipment, etc., based on coordination with cost center managers;

coordinating all facility management activities in the Washington, D.C. area for TSO;

acting as the liaison between the Departmental Human Resource Management staff and the TSO staff;

developing personnel policies for TSO as necessary. Providing personnel advice to TSO managers and employees;

providing administrative support for TSO personnel. Coordinating activities and providing liaison with organizations responsible for financial, personnel, procurement, property, travel, time and attendance, facilities management, and related services;

planning, formulating and directing implementation of administrative and resource policies, programs, procedures, and new services within TSO; and

managing property inventory for TSO property.
