2Q/08: LER-2008-002 reported on April 18, 2008, a SSFF due to a loss of the 31 Pressurizer Backup Heater used to meet Tech Spec 3.3.4 Alternate Safe Shutdown. The TS references the FSAR which only credits the 31 Pressurizer Backup Heater for shutdown outside the control room for non-mechanistic events. The 32 and 33 Pressurizer Backup Heaters were operable and available per procedure but per NRC judgment the other pressurizer backup heaters could not be credited as they were not considered part of the license basis. The 31 Pressurizer Backup Heater as listed in TS 3.3.4 is a single train system not credited in the safety analysis but used to support safe shutdown of the plant remote from the control room for non-mechanistic events.
