Final ESA Salmon 4(d) Rules

Feb. 4, 2008: NOAA Fisheries Service announced its listing of Oregon coast coho as threatened under the Endangered Species Act, and released the 4(d) rule to cover this population.

Feb. 1, 2006: NOAA Fisheries Service applied existing ESA 4(d) protective regulations to upper Columbia River steelhead. The agency previously listed this population as endangered in 1997, so it was afforded protections against "take" under the ESA. On Jan. 5, 2006, NOAA changed the listing status of upper Columbia River steelhead to threatened. This population was reinstated to endangered status per U.S. District Court decision in June 2007.

Jan. 5, 2006: As part of its updated ESA steelhead listing determinations, NOAA Fisheries Service applied the amended June 2005 4(d) rule to steelhead listed as threatened.

June 28, 2005: As part of its updated ESA salmon listing determinations, NOAA Fisheries Service made changes to protective regulations to provide needed flexibility to ensure that fisheries and artificial propagation programs are managed consistently with the conservation needs of ESA-listed salmon. These amendments also clarify existing regulations so they can be interpreted more efficiently and effectively and followed by all affected parties.

June 20, 2000: NOAA Fisheries Service unveiled its Endangered Species Act Section 4(d) rules to protect 14 populations of salmon and steelhead on the West Coast.
