Are All Seats Safe?
All car seats rated by NHTSA meet Federal Safety Standards & strict crash performance standards. While all rated seats are safe, they do differ in their ease of use in four basic catagories:

Details on vehicle seatbelt types is present but may be incomplete. Must read text to properly install LATCH and/or tether for this mode. No/Incorrect CRS name on the manual/seat.
Securing the Child4 stars
Harness clip is not labeled to indicate its placement.Must rethread LATCH belt to convert to this mode.Loose mandatory pieces exist if seat is disassembled for cleaning.
Installation Features1 stars
Hand does not fit easily or is uncomfortable in seatbelt routing path. Possible contact between seat belt/LATCH belt and harness/crotch strap. Angle recline indication is in the same color as the base or is a label.Latch anchors are hooks which require twisting to remove from the vehicle.Storage system for LATCH and tether exists, but it may easily be overlooked.
