What is the purpose of this Notice?
This Notice serves to advise that the Federal Highway Administration (FHWA) has made a decision concerning the suspension and proposed debarment of the individual named below as stated in paragraph 2.

This Notice cancels FHWA Notice N 2000.604, issued on August 23, 2007.
What action has been taken?
In a letter dated August 24, 2007, David Branscome contested FHWA’s July 31, 2007, suspension and proposed debarment action.
After considering all of the relevant information submitted, FHWA determined that the time David Branscome had his asphalt quality control testing certification revoked by North Carolina Department of Transportation (NCDOT) and the time spent under suspension was sufficient to fulfill the remedial purpose of debarment by 49 CFR 29.865. Therefore, the suspension was terminated on December 18, 2007, and no further action will be taken.
This decision has been made in accordance with 49 CFR Part 29.
