TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Projected Increases in Printing and Binding Costs in Fiscal Years 1996 and 1997

To assist you in establishing your estimated printing and binding requirements for Fiscal Years 1996 and 1997, the Government Printing Office (GPO) is furnishing you the following estimates of projected cost trends for these requirements.

While GPO had previously estimated that the increase in costs of printing for Fiscal Year 1996 (over Fiscal Year 1995) would be 2.7 percent, current information now reflects a projected higher increase of 10.7 percent. The increase in our previous projection is due to a large increase in the cost of paper in the last 12 months plus projected additional increases in paper costs during Fiscal Year 1996.

For Fiscal Year 1997, we expect prices to increase 4.0 percent over Fiscal Year 1996. We do not encourage the use of these percentages in estimating or pricing individual jobs. They are being provided to assist you in formulating your general budgetary requirements.
