The Office of Hearings and Appeals (OHA) is an independent adjudicatory office within the Office of the Secretary whose administrative judges and administrative law judges conduct hearings and make determinations for the U.S. Department of Housing and Urban Development in accordance with existing statutes and Departmental policies, regulations, and procedures. The Secretary may also delegate any matter in controversy to the OHA requiring findings of fact and conclusions of law, and such other quasi-judicial matters that the Secretary deems appropriate consistent with existing regulations. The OHA is headed by a Director appointed by the Secretary who supervises the administrative judges of the Office of Appeals, the administrative law judges of the Office of Administrative Law Judges, and OHA support staff.
