Quadrennial Homeland Security Review (QHSR)

Beginning in fiscal year 2009 and repeating every four years, the Secretary will conduct a homeland security review of the United States.  This comprehensive examination will include recommendations regarding the long-term strategy and priorities for homeland security and guidance on the Department’s programs, assets, capabilities, budget, policies, and authorities.

Resource Report

As part of the Quadrennial Homeland Security Review (QHSR) effort, the Department was required to develop and publicly disseminate a Resource Plan. The Plan outlines the financial and personnel resources required to complete the first Quadrennial Homeland Security Review.

Required Components

The law requires the Department to include the following in the Quadrennial Homeland Security Review report, the first of which is due to Congress on December 31, 2009:

  • The results of the Quadrennial Homeland Security Review.
  • A description of the threats to the nation’s security interests.
  • The updated national homeland security strategy, including a prioritized list of the critical homeland security missions of the nation.
  • A description of the interagency cooperation, preparedness of federal response assets, infrastructure, and budget plan.
  • An assessment of the Department’s organizational alignment with its strategy and mission areas, including the organizational structure, management systems, budget and accounting systems, human resources systems, procurement systems, and physical and technical infrastructure.
  • The status of cooperation among federal agencies and between the federal government and state, local, and tribal governments.
  • An explanation of any underlying assumptions used.  
  • Any other matter the Secretary considers appropriate.  

Proposed Schedule

The Quadrennial Homeland Security Review follows this proposed schedule:

  • Phase 1: Define the requirements, establish the organization and gather results.
  • Phase 2: Define the project outlook and initialize research.
  • Phase 3: Refine, analyze and prepare draft results. 
  • Phase 4: Present analysis and transition recommendations.
  • Phase 5: Conduct interagency and partner reviews.

As the review covers all mission areas, including intelligence and other mission-sensitive issues, there may be classified and unclassified versions of the report.
