  • Contract: Mutually binding legal relationship obligating the seller to furnish the supplies or services and the buyer (the Government) to pay for them.
  • Solicitation:  Any request to submit offers or quotations to the Goverment
    • Invitations for Bid (IFB):  Solicitation under sealed bid procedures
    • Request for Proposal (RFP):  Solicitation under negotiated procedures
    • Request for Quotation (RFQ): Solicitation under Simplified Acquisition Procedures
  • Requisition: A purchase request
