Internal Employment Opportunities
The FHWA concentrated its efforts to establish a "close and professional" relationship with college and university contacts -- University Career Centers, Technology Placement Offices, Engineering Professors, Researchers and Department Heads -- at the following institutions of higher education (IHE) to recruit engineers. These IHEs have high populations of Asian American/Pacific Islander students:

- California State University, Los Angeles
- University of Colorado at Boulder
- Colorado State University
- Morgan State University
- University of Detroit Mercy
- University of Minnesota, Duluth
- Rensselaer Polytechnic Institute
- State University of New York at Buffalo
- The Pennsylvania State University
- University of Vermont
Entry level (GS-7 and GS-9) career opportunities were posted on these and other IHEs' websites to attract graduating minority students interested in the FHWA Professional Development Program for careers in the following fields:
- Civil Engineer (transportation, structural, safety, materials/pavements, geotechnical)
- Transportation Specialist (intelligent transportation systems)
- Community Planner
- Environmental Protection Specialist
- Financial Specialist
- Realty Specialist
Currently, the FHWA has 151 AAPI employees, of which 12 were hired in FY '02. Eight (3 males/5 females) of the 12 AAPI employees were hired through the FHWA Summer Transportation Internship Program for Diverse Groups (STIPDG), sponsored under the On-the-Job Supportive Services Program.
Education and Training Programs
Dwight David Eisenhower Fellowships
Under the Dwight David Eisenhower Fellowship Program, two AAPI students were awarded Fellowships. Both students attend the University of Texas-El Paso. The total Fellowship award is $9,255.
On-the-Job Training/Supportive Services Program
Through the participation of the State Departments of Transportation, the FHWA administers its On-the-Job Training Supportive Services Program, which primarily provides minorities and women with training and education opportunities to consider and pursue careers in transportation, specifically highway construction. For FY' 02, the States of Alaska, Wisconsin and South Carolina report participation of AAPIs in the OJT and Laborers' job categories. In addition, South Dakota provided scholarship assistance to two AAPI students for a Truck Driving Training Course provided by Southeast Technical Institute.
National Summer Transportation Institute
The FHWA National Summer Transportation Institute concluded another successful year with the participation of 18 AAPI students in FY '02.
Summer Transportation Camp
In Wisconsin, the State Department of Transportation used bilingual marketing to recruit elementary students to participation in its Summer Transportation Camp, supported by FHWA with OJT/SS funds. Recruitment posters in Hmong and Spanish were distributed to community-based organizations and elementary schools. In FY '02, eleven 5th and 6th graders participated.
Construction Career Days Event
South Dakota reports the participation of six AAPI secondary school students in its Construction Career Day Fair in FY 2002
