Norm Proctor

Norm Proctor District Director Boise District Office


Norm Proctor was appointed District Director of the Boise District Office in July 2008.  Proctor is responsible for the management and delivery of SBA’s programs and services throughout Southern Idaho and Eastern Oregon.  He oversees a staff of 7 and promotes lending and business development assistance in cooperation with area lenders, an extensive network of Small Business Development Centers, and SCORE chapters.

Proctor most recently served as SBA’s regional administrator for Region X from April 2004 through July 2008.  He was responsible for SBA’s programs and services in Alaska, Idaho, Oregon and Washington. Prior to his regional administrator position, Proctor served as the SBA Region X Advocate. He worked to identify regulatory and legislative issues of concern to small business entities and reached out to state legislators. Proctor assisted the Chief Counsel for Advocacy in visits with key state, congressional and trade association leaders in Region X.

Proctor began his professional career as a law clerk for a King County Superior Court judge in Seattle. Subsequently, he went to work for PACCAR Inc., a Fortune 500 corporation located in Bellevue, Washington. (PACCAR is noted for building the world’s best trucks and never having had a losing year of profit for over 62 consecutive years). In 23 years with PACCAR, Proctor held management positions of increasing responsibility, including serving as the company’s chief lobbyist responsible for all 50 state legislative activities. After attending Harvard’s John F. Kennedy School for Senior Executives, he went on to serve in many capacities, including director of government affairs, director of public affairs, general manager of the PACCAR Foundation, and secretary to the Paul Pigott Scholarship Foundation.

Norm has a wide circle of professional and volunteer involvement. He has been active in the Association of Washington Business, Washington Highway Users’ Federation, American Trucking Association, National Association of Manufacturers, American Automobile Manufacturers Association, and local and state chambers of commerce.

Norm is a member of the Washington State Bar Association, the Western Region Federal Court, and the U.S. Court of Appeal. He has been an active volunteer in the Boy Scouts of America, Junior Achievement, Association of Washington Business Week, YMCA, and Childhaven.

Proctor received his B.A. (in business) and law degree from the University of Washington. He served in the Air Force in intelligence operations and was stationed in the Philippines and Italy.
