Quarters Program

The Quarters Program is a National Business Center (NBC) initiative to provide cross-servicing support for government-furnished housing. Services include:
- Surveying/analyzing regional rental housing and utility markets
- Establishing market-based rental rates for government-furnished quarters
- Conducting private rental market surveys
- Providing 'help desk' support to hundreds of users of the rate setting software
- Providing training to users of the rate setting software
- Maintaining a centralized inter-agency quarters database
- Defending any contested rental rates
- Providing standard and special housing management reports
- Conducting special client-requested studies
Currently, the NBC services over 20,000 government-furnished quarters owned by 20 agencies.
Key to the Quarters Program is the Quarters Management Information System (QMIS), a rate setting application which the NBC developed and maintains. Its functions include:
- Calculating current rental rates for all rent classes in accordance with OMB Circular A-45
- Setting rental rates specific to any city in the U.S. or its territories
- Setting rates for government-provided utilities, appliances, and services
- Calculating Isolation and other A-45 administrative adjustments
- Providing an information system comprised of all physical features, e.g. square footage, age, bedrooms, appliances, administrative adjustments, etc.
- Providing housing inventory, tenants and rent reports for management
- Estimating heating and cooling costs where no utility meters exist
- Updating rates for annual inflation - Consumer Price Index
The NBC offers QMIS training as follows:
- Various locations throughout the U.S. each year
- One-day training on quarters regulations, survey methodology, and "hands on" the QMIS computer software
- Training schedule
