FLETC Presents GCFD Captain with Plaque

DMD Chief Ted Sparks presents plaque to Capt. Joe Poppell with Mr. Charlie Moore, DMD Branch Chief

Brunswick, GA May 01, 2006

The Federal Law Enforcement Training Center (FLETC) Driver and Marine Division (DMD) presented Captain Joe Poppell of the Glynn County Fire Department with a plaque expressing their gratitude for his assistance in standing up the Incident Response Vehicle (IRV).

Captain Poppell was instrumental in training the DMD in the use of extractions tools in the unfortunate event that an accident was to occur requiring immediate extrication from the vehicle.  He continues to participate in training exercises with the IRV and works with DMD to improve their proficiency.

The IRV is a first responder unit, but is not intended to be an emergency vehicle, nor will the operators routinely perform emergency services.  However, in the event of a serious rollover, or fire, the IRV is equipped with tools that may be employed to cut vehicles open and extinguish fires.

The IRV was developed through the cooperative efforts of the FLETC Environmental and Safety Division and the Driver and Marine Division.  The Environmental Division purchased the necessary equipment and provided training on its use; the DMD garage outfitted the IRV and made major modifications to enable the installation of fire suppression equipment and tools; and the DMD staff received training and will operate the IRV.

The IRV will be employed during designated driving courses to include: Emergency Response, Pursuit Driving, Pursuit Immobilization Techniques (PIT), Ramming, High Center of Gravity Vehicle, Vehicle Ambush Countermeasures Training Program, Night Driving, Night Pursuit and in support of activities at the Counter-terrorism Operations Training Facility.
