Phil has a B.A. in Business (University of Washington 1987), a M.S. in Fisheries Science (University of Washington 1992), and a Ph.D. in Fisheries Science (University of Washington 2000).

Current Research

In addition, he is involved in writing regional, national and international documents on planning, monitoring, and evaluating watershed restoration for fisheries resources.
