4.1 Authority. This delegation of authority is issued in accordance with the authority provided by 25 U.S.C. ' 2; Section 2 of Reorganization Plan No. 3 of 1950 (64 Stat. 1262; 5 U.S.C. ' 901 Appendix); the Treaty of Fort Laramie (15 Stat. 635), and Resolution No. 75-24 of the Oglala Sioux Tribal Council (June 25, 1975).

4.2 Delegation of Authority. Pursuant to the authority contained in Section 2 of Reorganization Plan No. 3 of 1950 (64 Stat. 1262; 5 U.S.C. ' 901, Appendix), the Director is hereby delegated the authority of the Secretary of the Interior contained in 25 U.S.C. ' 2 to collect entrance fees for tribal lands within the boundaries of the Badlands National Park on behalf of the Oglala Sioux Tribe in accordance with the Memorandum of Agreement between the Oglala Sioux Tribe of South Dakota and the National Park Service.
