8.1 Delegation of Authority. Subject to the general policy guidance and coordination of the Assistant SecretaryBWater and Science, the Director, Geological Survey, is empowered to exercise the authority, functions, and powers granted by Section 202 of the Disaster Relief Act of 1974 with respect to disaster warnings for an earthquake, volcanic eruption, landside, mudslide, or other geological catastrophe. This delegation is limited to that authority conferred upon the Secretary of the Interior by the Director, Federal Emergency Management Agency, pursuant to the authority of that Agency conferred by Section 1 of the Executive Order entitled, ADelegation of Emergency Management Functions@ (E.O. 12381, September 8, 1982). Executive Order 12381 delegates to the Federal Emergency Management Agency the authority to exercise certain of the powers and authorities of the President with respect to Federal disaster assistance.
