Chapter 3: Alaska Natural Gas Transportation Act

3.1 Purpose. The purpose of this chapter is to prescribe the supervisory and management responsibilities for the Department of the Interior supervision of the Alaska Natural Gas Transportation System (ANGTS).

3.2 Authority. This directive is issued pursuant to the provisions previously contained in Secretary=s Order 3068, dated August 28, 1981, and based on the authority provided by Section 2 of Reorganization Plan No. 3 of 1950 (64 Stat. 1262).

3.3 Responsibilities. Supervisory, management, and support responsibilities are assigned as follows:

A. Under Secretary. The Under Secretary provides direction, resolves internal jurisdictional and other conflicts, and supervises the functions of the Assistant Secretary, Land and Minerals Management, conducted pursuant to this directive.

B. Assistant Secretary, Land and Minerals Management. The Assistant Secretary, Land and Minerals Management, under the direction of the Under Secretary, is the principal Department official responsible to the Secretary for ANGTS. He supervises the work of the Director, Bureau of Land Management, in matters pertaining to the Alaska Natural Gas Transportation System.

C. Director, Bureau of Land Management. The Director, Bureau of Land Management, under the supervision of the Assistant Secretary, Land and Minerals Management, coordinates contacts with congressional committees, pipeline officials, State Governments, and the general public; serves as the Department=s representative on inter-agency policy boards and committees; and is responsible for the supervision of the Agency Authorized Officer.

D. Agency Authorized Officer (ANGTS). The Agency Authorized Officer, established as required by Reorganization Plan No. 1 of 1979, is located in the Bureau of Land Management, and reports to the Director, Bureau of Land Management, and the Assistant Secretary - Land and Minerals Management. The Agency Authorized Officer represents the Department of the Interior on all matters pertaining to the ANGTS with the Office of the Federal Inspector for the Alaska Natural Gas Transportation System.

E. Heads of Bureaus and Offices. The Director of the Bureau of Land Management, Fish and Wildlife Service, Geological Survey, and the heads of other bureaus and offices within the Department of the Interior will make available to the Agency Authorized Officer such personnel and expertise as the Agency Authorized Officer may from time to time require. Personnel provided will be under the direction and supervision of the Agency Authorized Officer.

3.4 Delegations of Authority. The delegations of authority provided to Department officials to carry out the responsibilities prescribed in this chapter are published in 207 DM 3.
