Chapter 1: Office of the Assistant Secretary - PMB and Chief Financial Officer

1.2 Organization. The Assistant Secretary carries out Departmental responsibilities for policy, management, and budget with assistance from the officials listed below. An organization chart is attached.

A. The Deputy Assistant Secretary - Policy and International Affairs is the first assistant and has all of the authority of the Assistant Secretary. The Deputy Assistant Secretary - Policy and International Affairs is responsible for the Office of Environmental Policy and Compliance, the Office of Managing Risk and Public Safety, the Office of Policy Analysis, and the Natural Resource Damage Assessment and Restoration Program.

B. The Deputy Assistant Secretary - Budget and Finance has all of the authority of the Assistant Secretary, absent the first assistant, and is responsible for the Office of Budget, the Office of Financial Management (whose Director also serves as the Deputy CFO), the Office of Acquisition and Property Management, and the National Business Center. The Director of the National Business Center is responsible for the Office of Aircraft Services. The Deputy Assistant Secretary - Budget and Finance provides administrative guidance and support to the Director, Office of Small and Disadvantaged Business Utilization who reports to the Assistant Secretary.

C. The Deputy Assistant Secretary - Performance and Management is responsible for the Office of Planning and Performance Management, the Office of Hearings and Appeals, the Office of Collaborative Action and Dispute Resolution, and the Center for Competitive Sourcing Excellence.

D. The Deputy Assistant Secretary - Human Resources and Workforce Diversity is responsible for the Office of Personnel Policy, the Office for Equal Opportunity, the Office of Educational Partnerships, and the Designated Agency Ethics Official. The Deputy Assistant Secretary - Human Resources and Workforce Diversity is the designated official for Departmental drug and alcohol policy and approves drug testing of designated positions under the Drug-free Workplace program.

E. The Deputy Assistant Secretary - Law Enforcement and Security is responsible for the Office of Law Enforcement and Security.

F. The Deputy Assistant Secretary - Insular Affairs is responsible for the Office of Insular Affairs.

G. The Chief Information Officer, Office of the Chief Information Officer reports to the Secretary of the Interior and receives administrative guidance and support from the Assistant Secretary.
